Established in 1968 as an integral part of the All India Institute of Local Self Government, Mumbai the Regional Centre for Urban and Environmental Studies (RCUES), Mumbai has been functioning with the support of Ministry of Urban Development (MoUD), Government of India (GOI).

The RCUES, Mumbai undertakes urban policy, research, case studies, register of urban innovations advisory and consultancy services and specialized training, tailored training, seminars, workshops, and organisation of study visits for the experience sharing.

The RCUES helps in improving skills and capabilities of municipal officials and municipal elected representatives in the States of Rajasthan, Gujarat, Maharashtra, Goa and the Union Territories of Daman and Diu, Dadra and Nagar Haveli, by enhancing knowledge and work skills required for good urban governance and provides exposure to current thinking around thematic issues in an environment which facilitates application to their own work requirements in urban local bodies.

In 1997 the RCUES of AIILSG is also recognized as a National Training Institute (NTI) by the then Ministry of Urban Affairs and Employment, Govt of India currently Ministry of Housing and Urban Poverty Alleviation, Government of India to organize training under poverty alleviation programme, specially-SJSRY, for urban local bodies in the western region and Madhya Pradesh and Chhattisgarh.

In 2005, the Ministry of Housing and Urban Poverty Alleviation (MoH & UPA), Government of India and UNDP have set up the 'National Resource Centre for Urban Poverty' [NRCUP], which is anchored by Regional Centre for Urban and Environmental Studies (RCUES) of All India Institute of Local Self Government (AIILSG), Mumbai. The NRCUP is launched under GOI-UNDP project titled 'National Strategy for the Urban Poor'.

The Urban Development Department, Government of Maharashtra has set up Urban Poverty and Livelihoods Cell (UP & LO) for the State of Maharashtra and Cities of Mumbai and Pune at the RCUES, Mumbai. The Government of Madhya Pradesh also has established UP & LC for Bhopal at RCUES, Bhopal.
