Preamble  

LACDE [Local Authorities Confronting Disasters and Emergencies] and the AIILSG [All India Institute of Local Self Government] have crafted a partnership to assist urban local authorities in the area of disaster and organizing an International conference on 'Urban Millennium Partnership for the Management of Disasters'.

The Partnership in knowledge management is in response to a spate of major disasters that have visited several countries and cities and the need to strategies afresh on preventing and handling them. It is also a response to fresh kinds of catastrophe that have revealed themselves and new dimensions of traditional disasters that have unfolded.

As the first Joint Venture of their partnership, LACDE and the AIILSG, have the pleasure of announcing an International Conference on Urban Millennium Partnership for the Management of Disasters for 13-15 November 2006 in Mumbai, India. A host of other agencies, including Governments, Multi-laterals and Bi-laterals are lightly to partner the initiative.

   
Objectives  

The three day International Conference will have the following main objectives

  • To bring to gather Governments, Mayors, Commissioners, Practitioners, Academies, NGOs, other Stake Holders and decision makers on an International platform to deliberate on the Nature of Disasters that confront the world and especially cities today.

  • To share recent experiences of major disasters, how they were tackled and what were the lessons learnt to strategies on the direction of future planning and preventive majors that could help avoid such disasters.

  • To strategies on the direction of future planning and preventive measures that would help avoid such disasters.

  • To get acquainted with recent development with technologies and other knowledge that can yield prevention and mitigation of the disaster, and

  • To chart out a future road map on disaster management, especially for cities of the developing world.

  Participations
 

Participation shall be by invitation, Mayors, Deputy Mayors, Commissioners, Experts in Disaster Management, Academicians, Institutes, Government Representatives, City Administrators and selected NGOs will be invited to participate in this International Conference.

  Language
 

The language of the conference shall be English.

   
  Program Overview
 

The program of the International Conference will be spread over three days. It will have 9 plenary sessions and one set of parallel sessions.

   
  Plenary Session
 

There will be plenary sessions each of 45 minutes duration. All participants will attend 9 plenary sessions during the workshop. The themes to be discussed are:

  • Criteria of Safe Cities

  • Environmental health in emergencies

  • Community based Disaster Management

  • Coastal Cities Securities

  • Building and Planning

  • Shelter and supply chain management of disasters.

  • Trauma Handling

  • Comprehensive Capacity Building

  • Forecasting, Early Warning of Natural Disasters using Remote Sensing, GIS and GPS.

   
  Parallel Sessions
 

There will be one set of Parallel Sessions. The participants other that the Mayors will be divided into 2 groups. Each group will have an opportunity to participate either of the subjects given below, during the parallel session in the workshop.

  • Disaster Recovery and Business Resiliency Planning

  • Role of NGOs - Rescue, Relief, Rehabilitation and Reconstruction including the role of Ham Radio Operators.

   
  Valedictory Session
 

The Valedictory session will be of 25 minutes duration all participants shall attend this session.

  Registration for the Conference
 

Registration may be done online on the website www.aiilsg.org. Alternatively, please download the registration form and submit it to the conference secretariat along with the registration fees after filling the necessary information in capital letter. All the participants are requested to register themselves as early as possible. Registration will be complete on the receipt of the registration fees from the delegates.

  Submission of the papers

 

To be acceptable for inclusion in the conference proceedings, the papers must necessarily address one the listed themes. Abstract of papers of length 200 to 300 words may be sent as a hardcopy, softcopy or by email to reach the secretariat by the deadlines given below. Detailed instructions for submission of full length will be given while communicating the acceptance of the abstract.

  Proceedings
 

All the registered delegates will receive one copy of proceedings of the conference free of charge. More copies would be available on payment

   
  Expected outcome of the conference
 

An action plan for disaster mitigation and management identifying the role of governments, international agencies, civil societies and local bodies, is expected to be evolved at the end of the deliberations in the conference.

   
  Travel
 

The delegates will make their own travel arrangement for international travel. The Conference Secretariat at the AIILSG will assist in their visit to Mumbai and in the vicinity of Mumbai.

   
  Help / Accident Insurance and VISA
 

The organizers shall not provide help/accident insurance for the delegates. Appropriate arrangements for insurance coverage may be made by the delegates.

VISA is required from most countries to travel to India. The delegates are requested to make the necessary arrangements with the Embassy/Consulate in their countries well in advance of travel plan.

   
  Climate
 

The temperature in Mumbai during the Conference will be moderate and is likely to be in range of 24 to 29 degrees Celsius. Light clothing is recommended.

   
  Access and Communication
 

Mumbai has excellent air connectivity with most international destinations. The Chhatrapati Shivaji International airport of Mumbai is about 20 kms from the main city. However, the venue is likely to be within 5 km of the international airport.
