Climate Resilient and Inclusive Cities (CRIC)

Considering the urgency of the climate resilience issues, United Cities and Local Government Asia Pacific (UCLG ASPAC) initiated the Climate Resilience Inclusive Cities (CRIC) Project along with its partners All India Institute of Local Self-Government (AIILSG), Pilot4Dev, Université Gustave Eiffel, ACR+ and ECOLISE. It is awarded under the Grant Contract-External Action of European Union, ACA/2019/408-981.

Details of Project Region:
The project will be implemented in Indonesian Cities such as GorontaloCirebon, Pekanbaru, Pangkal Pinang, Bandar Lampung, Kupang, Ambon, Mataram, Jayapura, Jakarta, Semarang, Cilacap, Medan, etc. (tentative cities). It will also develop a long lasting and unique triangular cooperation among Indonesian Cities, South Asian Cities (India, Nepal, Sri Lanka) and European Cities (Paris, Brussels).

Project Description:
It is a five (5) years project with overall objectives to propose a long lasting and unique cooperation through a triangular cooperation between cities and research centres in Europe, South Asia (India, Nepal, Bangladesh), and Southeast Asia (Indonesia, Malaysia, Philippines, Thailand). The Project will also contribute to sustainable integrated urban development, good governance, and climate adaptation/mitigation through long lasting partnerships, and tools such as sustainable local action plans, early warning tools, air quality and waste management & Circular Economy. The project fully meets the global objective to promote sustainable green, and inclusive urban development, and to promote climate resilient and inclusive cities. It aims to foster and strengthen partnerships among Local Authorities in accordance with the 2030 Agenda on sustainable development. The project proposes capacity building and transfer of tools in the areas of disaster risk management, climate/sustainable use of resources, and water/sanitation. Peer to Peer exchanges will be organized for both city leaders and urban practitioners. It also proposes to build up and extend partnerships, to upscale cooperation, to sustain cooperation networks, as well to maximize the impacts of action in a unique, innovative and original manner. The specific objectives of the project are:

  • To strengthen good governance: continued promotion of good governance, and the necessary policy and legal frameworks to implement urban policies.
  • The sustainable use of resources by cities: Climate mitigation and adaptation can be achieved by a better understanding of local resources, and the empowerment of people.
  • Social cohesiveness and inclusive cities: The project will pay a special attention to the question of informal settlements, rural migrants and marginalisation.
  • Resilience and actions for the environment: the project will support the transition to more resource efficient systems of production and consumption. It will develop early warning systems for the selected cities, and an analysis of the main sources of pollution.
  • Prosperity and Innovation in cities, innovation, culture, design, and the identification of sustainable financing mechanisms.
  • The promotion of triangular cooperation: will be developed with knowledge exchange and joint trainings among countries from the South and Southeast Asia (Indonesia, Malaysia, Vietnam, Philippines, India, and Nepal).

United Cities and Local Government and Local Governments Asia Pacific (UCLG ASPAC):
United Cities and Local Government and Local Governments Asia Pacific (UCLG ASPAC) starts with the emergence of the IULA. UCLG is a worldwide association of only local government organization recognized by United Nations. It nominates 10 out of 20 members of the United Nations Advisory Committee of Local Authorities (UNACLA), the first formal advisory body of local authorities affiliated with the UN.

Association of Cities and Regions for sustainable Resource management (ACR+):
ACR+ is an international network of cities and regions sharing the aim of promoting a sustainable resource management and accelerating the transition towards a circular economy on their territories and beyond. The key activities include facilitating the exchange of experiences between members, sharing technical and policy information and livening up the network. To strengthen the knowledge and capacities of the network and push forward innovation in the field of material resource management, ACR+ is also involved in several projects at European level and in the Mediterranean region, in cooperation with its members.

Pilot4DEV:
Pilot4DEV is a dynamic network connecting civil society pilot actions, academic initiatives and decision makers. Their aim is to boost sustainable development and support the fight against climate change. They promote sustainable urbanization, stability/peace, International Sustainable Development Goals (S.D.G.s 5.6.11.12.13.14.16) and Gender Equality. They gather enthusiastic people and organize events, knowledge exchange and research. Their values are Independence Sustainability, and positive impact.

ECOLISE:
ECOLISE was founded in 2014 and is registered as an international non-profit association under Belgian law (AISBL). As of 2019 it has 46 member organisations, registered as legal entities in 18 different EU member states, plus Macedonia and Switzerland. The activities of the members extend to all EU member states, as well as internationally. It is the European network for community-led initiatives on climate change and sustainability, recognises the unprecedented ecological, social, economic and political threats to dignified life on planet earth. These threats have been provoked by centuries of ongoing extractive and exploitative institutional systems and practices, a structural dependence on unconstrained economic growth, and the unfettered spread of unsustainable lifestyles. The work of ECOLISE is inspired by the vision of a compassionate, equitable and regenerative society of empowered and resilient communities that thrive on diversity and inclusion and live within planetary boundaries.

Université Gustave Eiffel:
Université Gustave Eiffel is a multidisciplinary university of national importance in Paris, France.
